The Computer-Based National Assessment (ANBK) program imposed by the Government for Elementary Schools (SD), turned out to be a problem. The reason is, the ANBK program is not supported by adequate facilities and infrastructure owned by almost all schools. .As a result, the ANBK program runs erratically and is irrelevant to the wishes and expectations of the government and society.
When viewed empirically, the regulations applied by the government in reality experience many obstacles and do not run smoothly and are relevant to the expectations of all parties. .both the government, the school (teacher council), and parents of students who are actively involved in the national education system, including the School Committee.
We can’t even imagine if the ANBK program which is applied to the Formal Education System, which is actually owned by the government, doesn’t work as expected. Then how about the ANBK program if it is applied to a private education system that is not supported by adequate facilities and infrastructure. Of course, it will be even more difficult for ANBK to be expanded to the Non Formal Education System (Non-Fornal Education) as the oldest education unit and has deep roots in society.
As children of the nation, of course we also feel nervous, if the government is too imposing its will to apply the ANBK program. Athough the purpose of the ANBK program in elementary schools is indeed considered an innovative breakthrough so that students do not stutter about technology in today’s digital era.
In fact, before applying the ANBK program, the government first conducted experiments and thought about the facilities and infrastructure owned by elementary schools. .because, based on the reality on the ground, it turns out that the majority of these elementary schools do not have adequate computers and are in accordance with the number of students. .Inevitably, in the end, the school had to borrow a computer in order to meet the needs and be able to carry out the ANBK program launched by the government.
Another obstacle faced by students when working on numeracy problems is often constrained by the network. .The reason is that the network that often has errors becomes ineffective in working on numeracy problems through the computer network.
The Computer-Based National Assessment (ANBK) is a substitute for the Computer-Based National Examination (UNBK), for elementary school students. .however, the ANBK is not actually used as the only graduation standard for students.
ANBK is only a government program for assessing student learning in an elementary school (SD). .However, the ANBK program by working on numeracy questions is considered more effective if it is supported by adequate facilities and infrastructure.
However, most schools complain about the existence of computers that are owned which are far from expectations. .no doubt, so the school has to rack their brains to fulfill and implement the numeracy ANBK program.
If conclusions are drawn from the problems above, then in the end it all goes back to the government as a policy maker (Decesion Maker) regarding the procurement of facilities and infrastructure for schools. .because, not all students have computers because their parents are economically classified as poor families.
Of course, after the government has applied numeric ANBK at the elementary school level, it has been able to evaluate the effectiveness of the program. Various hypotheses can also be carried out by the government, including the obstacles that are being faced by formal education units. **
